Pdf Summary
The Family Self-Sufficiency (FSS) program, guided by HUD regulations (24 CFR Part 984), aims to help low-income families receiving HUD assistance achieve economic independence and self-sufficiency by coordinating HUD aid with public and private resources. FSS targets increasing participants’ earned income, economic stability, and reducing reliance on welfare and housing subsidies, with graduation contingent on completing goals and welfare independence.

Training materials by the National Association of Housing and Redevelopment Officials (NAHRO) outline program background, regulations, action plan development, marketing, case management, contract execution, escrow calculation, portability, graduation, forfeitures, program reporting, and evaluation.

PHAs must adopt HUD-approved Action Plans detailing program policies, participant selection procedures (allowing motivational screening without discrimination), incentives, outreach, supportive services, grievance processes, and coordination with workforce programs. Program Coordinating Committees (PCC) comprising PHA representatives, participants, and community entities are essential for resource coordination and program implementation.

Case management emphasizes client assessments identifying strengths and barriers, utilizing techniques like motivational interviewing and active listening. Individual Training and Service Plans (ITSP) set realistic, SMART goals aligned with mandatory objectives: welfare independence and suitable employment by the FSS head of household.

Participants accrue escrow accounts, which grow with income-based rent increases. Escrow credits are calculated considering baseline income and rent, with interest credited at least yearly. Upon successful completion, escrow funds disburse to participants; forfeiture funds support other FSS families. The program includes portability options for families moving jurisdictions.

PHAs report program data via HUD’s PIC/IMS systems, with the Family Self-Sufficiency Achievement Metric (FAM) assessing earnings growth, graduation rates, and participation. Compliance is monitored via HUD field offices, and PHAs can improve scores through accurate data and program improvements.

The program also offers a Homeownership Option for voucher holders meeting eligibility criteria, allowing voucher subsidies to assist monthly homeownership expenses.

NAHRO provides certification training including exam preparation, emphasizing understanding all components required to run a compliant, effective FSS program that promotes participant success toward self-sufficiency.
