This document outlines the template and terminology used in HUD’s “National Standards for the Physical Inspection of Real Estate.” It explains what information each standard entry contains and how deficiencies are documented and evaluated.<br /><br />Each standard includes basic identifiers (title, version, publication date), a definition, and—when relevant—an item’s purpose, name variants, typical materials and components, and where it is inspected (Unit, Inside/common interior areas, or Outside).<br /><br />For each listed deficiency, the standard specifies the deficiency name and applicable location(s), the criteria required to confirm it, the associated health and safety determination (e.g., standard, life-threatening, severe non-life-threatening, or not applicable based on function/condition), and required correction timeframes, including a separate correction timeframe for the Housing Choice Voucher (HCV) program.<br /><br />The document also describes the rationale section used to justify why a deficiency matters. Rationale entries include a code, category, whether the impact is direct or indirect, and a description and explanation tying the rationale to the deficiency.<br /><br />It further provides an inspection process framework: how to observe the issue, when to request help, what action to take once observed, and any extra guidance needed to evaluate the condition. A tools/equipment section distinguishes items that are required versus merely useful.<br /><br />Appendix A lists rationale codes and definitions, covering health, safety, sanitary, security, privacy, usability/operability, monetary impacts to residents or HUD, maintenance types (corrective, routine, preventative), capital cost, structural concerns, and market appeal/reputational impact.
