Description
This intensive training course is designed for housing practitioners responsible for applying the Housing Opportunity Through Modernization Act (HOTMA) in day-to-day program operations. Focusing on eligibility, income and asset determinations, deductions, and reexaminations, this course provides practical, hands-on guidance for implementing HOTMA across Public Housing, Housing Choice Voucher (HCV), and multifamily housing programs.
Participants will walk away with a clear understanding of how HOTMA's regulatory changes affect initial eligibilty, ongoing occupancy, rent calculations, and reexamination timing. Through real-world exampes, HUD-aligned exercises, and step-by-step instruction, staff will gain the confidence and clarity needed to apply the rules correctly - without the guesswork.
This trainign is designed for frontline staff, supevisors, and program managers who need to operationalize HOTMA rules in everyday work with applicants and residents.
Objectives
After completing this training, participants will be able to:
Identify major HOTMA changes to eligibility, income, assets, and deductions
Apply asset limits and real property rules at initial admission and reexaminations
Use updated verification methods, including safe harbor and EIV requirements
Calculate income and deductions using new definitions, exclusions, and thresholds
Implement phasedin relief and hardship exemptions to minimize family rent burden
Conduct compliant annual, interim, and non-interim reexaminations
