Description
LIHTC Essentials is a foundational training program designed for individuals who are new to the Low-Income Housing Tax Credit (LIHTC) program or need a clear, structured introduction to how it works. Participants will learn LIHTC concepts from the ground up, including program structure, income and rent rules, eligibility requirements, certifications, leasing and occupancy requirements, and core compliance responsibilities.

The training uses plain-language explanations, step-by-step examples, and real-world scenarios to build confidence and reduce common beginnner mistakes. LIHTC Essentials is designed as a starting point, providing the knowledge needed to understand LIHTC terminology, follow required processes, and know when to seek guidance.
Objectives

After completing this training, participants will be able to: 

  • Expain how the LIHTC program works, including its regulatory structure and compliance responsibilities.
  • Determine household eligibility and allowable rents using AMI, set-asides, income, and asset rules.
  • Accurately complete and maintain required LIHTC documentation, including TICs, certifications, and supporting verifications.
  • Manage leasing, occupancy changes, and vacancies in compliance with LIHTC and fair housing requirements.
  • Identify, prevent, and respond to compliance risks, including inspections, audits, and reporting obligations.

Note on Certification
This training is a requirement for NAHRO's Certified Specialist of Low-Income Housing Tax Credit (CS-LIHTC) Certification. 

In order to become certified, a passing score on the LIHTC Essentials Exam is also required. LIHTC Essentials training must be completed before the exam becomes accessible. 

The certification will be automatically issued upon completion of the exam with a passing score. Recertification will be required every three years.
