The Housing Opportunity through Modernization Act (HOTMA) has made a myriad of changes to the Housing Choice Voucher Program and Public Housing. This course focuses on the policy changes and impacts that HOTMA will have on the agency administrative plan/ACOP. We will be covering only the program changes and how they impact your program and policy. We will discuss the pro’s and cons and provide a participant guide so that participants have useful tools to customize the policies and incorporate into your agency documents.

Objectives

Effectively understand the components and requirements of HOTMA.
Understand where your agency will need to create, change, amend or update policies.
Ensure compliance with the HOTMA.
Understanding and discussion of mandatory changes and where agency choice is a factor.
- The class format will first discuss the regulatory guidance and where policy change is required. After we will discuss the policy considerations when and where the PHA has options and the pros and cons of each followed by a review sample policies.
