Join us to delve into key programmatic areas: Eligibility, Income, Rent Calculation, and Occupancy. Tailored for new HCV eligibility workers, this foundational training ensures a comprehensive grasp of regulatory guidance governing the program. Explore how these regulations impact program dynamics and the operational choices available to each Public Housing Authority (PHA).  

Engage in interactive learning with case scenarios and exercises to refine your skills, ensuring program compliance, reducing errors, and steering clear of HUD findings in compliance audits.  

Successful completion fulfills a requirement for the Specialist of Eligibility and Calculation Housing Choice Voucher (CSE-HCV) and Certified Specialist of Occupancy – Housing Choice Vouchers (CSO_HSV) certifications. Objectives
After completing this training, participants will be able to:
  • Grasp HCV program rules, policies, and the agency’s Administrative Plan importance
  • Gain customer service perspectives for applicants, participants, and landlords in the program
  • Accurately assess tenant selection and determine HCV eligibility, HAP payments, utility allowances and more
  • Follow regulations and the Administrative Plan for portability, termination, reviews, and hearings
  • Verify and calculate eligibility, income, and rent for both applicant and participant families
  • Calculate incomes, rents at initial, interim and annual recertification
  • Determine when to process an interim re-examination and when to use the non-interim re-examination codes
  • Ensure compliance with laws such as Section 504 and the Fair Housing Act, including providing reasonable accommodations
  • Explore portability and roles of receiving and initial PHAs
  • Adhere to federal reporting, including the 50058, to meet requirements
